Mr. Frazier graduated from the Thomas M. Cooley Law School in 1979. He has been associated with the firm of Felt, Martin, Frazier & Jacobs, P.C., since 1980. His practice includes general civil practice with an emphasis on healthcare, corporations, business and commercial transactions, and real estate.

Debbie GillilandDebbie Gilliland

Debbie Gilliland, works as manager at the Bank of the Rockies in Livingston, Montana. She has had a successful 20+ year career in the financial industry. She owned and operated a specialty retail business, negotiated leases, and has created, managed and implemented business plans and budgets throughout her career.

Ronald Sexton, Ph.D, TreasurerRonald Sexton, Ph.D, Treasurer

Ronald P. Sexton, Ph.D., is Chancellor of Montana State University in Billings. He served as Vice President for Academic Affairs Provost for 10 years and was the Director, Institute for Habilitative Services for 10 years. He has served on multiple boards, including, Big Sky Development Corporation, Leadership Montana and the Salvation Army.

Roben GraziadeiRoben Graziadei

Roben has her Masters degree in Counseling Psychology and a Bachelor of Science degree in Business/Marketing. Currently she oversees business development for a predictive marketing firm, Adaptive Technologies, Inc. Prior, Roben was an Organizational Development Consultant to many Fortune 500 companies and employed by top OD firms such as the Franklin/Covey Company and the Tom Peters Group Learning Systems. She also is the President and Founder of her own OD Consulting Firm, Net Result$, specializing in Sales, Marketing and Executive Leadership Team Development. She has trained over 500,000 persons, delivered over 1,500 keynotes and coached over 500 executives.
Lynette ScottLynette Scott

Ms. Scott is the director of Early Childhood for the Homer and Mildred Scott Foundation. She has been a teacher instructing K-8 physical education in the Colstrip school system.

Lynette has served as a member of the Early Childhood Advisory Council and the Parent Advisory Council of Skyview High School in Billings.


Bob RossBob Ross

Mr. Bob Ross recently retired after having worked in the Chemical Dependency and Mental Health field for 37 years. He is a licensed Professional Counselor and has provided direct care to individuals, families and couples in Billings throughout his career. In addition, he has spent most of his years in the management and leadership of Mental Health Organizations. His most recent position was Executive Director of South Central Montana Regional Mental Health Center in Billings.

Bob currently provides private, clinical and management consultation to Mental Health Organizations. Bob has served on numerous Boards and Committees both for the State of Montana and other Provider Organizations. He is a current member of the Montana Mental health and Oversight Advisory Counsel. Most recently he was appointed to the Montana Mental Health Settlement Trust Committee.
John Cote, Vice ChairJohn Cote, Vice Chair

John is a native of Butte, Montana. He graduated from Gonzaga University in Spokane, WA. He has been a financial services professional for nearly 30 years. Currently John is an independent financial consultant in Billings.
Stella Ziegler,  SecretaryStella Ziegler, Secretary

Stella Ziegler has operated several businesses, including Stella’s Kitchen and Bakery for the last 31 years, in Billings. She received the 2009 YWCA Salute to Women Award and the 2008 Billings Chamber Roche Jaune Award for the Business Person of the Year. Stella has served on many boards including the Citizen's Advisory Council for Conoco; Catholic Diocese of Great Falls/Billings Finance Board; and the Foundation Board for local Catholic Schools.
